THE RISE OF THE SOVEREIGN PEOPLES
Here Comes the End of Public Jobs for Life

Esteemed Institution,

I would like to draw your attention to two documents, linked below, that could prove useful for a wide range of European countries, starting, naturally, with my own Italy. They aim to provide a precise definition of two of the most common terms in political culture — republic and democracy — and to clarify the close relationship between them, filling a significant gap and addressing a serious dysfunction in institutions.

Please allow me to explain.

In many countries — following the abandonment decades ago of pre-democratic structures — various "republics" were proclaimed, with sovereignty vested in their respective peoples. Yet, in practice, these processes have remained little more than verbal declarations; in substance, very little has changed. In keeping with the substantive meaning of a republic, public bodies and institutions should have been freed from the figure of the perpetual holder of a public job, power and income — a legacy of a tyrannical epoch — and rebuilt in light of the democratic values of solidarity and participation. Positions of collective interest, jobs and powers should have been entrusted on a temporary basis, allowing a greater number of citizens to contribute to the public life of their country. Instead, public bodies and institutions — and the associated incomes — have remained untouched by the very principle that should have marked a definitive break with the past.

Wherever we look, we find public employees for life and politicians who are continually re-elected — or who, in one way or another, remain within the res publica, effectively privatising it. In every country in the world, we see the same failure to keep the promise — and societal project — inherent in the term REPUBLIC.

Nevertheless, in such an intelligent era, we cannot continue to use words without respecting their meaning. Nor can we ignore the fact that democracy is that societal order in which the people rise as sovereign and establish the republic: an indivisible national co-ownership made up of codes, bodies and institutions, of goods, properties and resources, of jobs, powers and incomes. A common cultural, economic and experiential heritage, to be cared for in solidarity and enjoyed on equal terms: simultaneously where possible or through a regular succession pro tempore of competent and well-prepared citizens. Only in this way do the people retain sovereignty over their fundamental common good. Democracy is not founded on voting; rather, voting follows from its deeper foundation: the temporary nature of a public role. When power is returned to the people, new elections may take place. Every public role, whether job or power, remains the people’s own only if granted on a temporary basis. A tyrant is simply someone who never returns to being an ordinary person.

Republic and democracy are indissolubly linked words, two aspects of one and the same reality. The first denotes the object: the res publica, the public affairs and assets. The second describes the process: the exercise of popular sovereignty through the pro tempore rule applied to the enjoyment of the res publica. These were not arbitrary terms; they designated a predictable framework, capable of being structured in a methodical manner. Could it be that an irrelevant procedural formalism has prevented us from arriving at a clear and precise interpretation — one that is not merely descriptive but also functional and actionable — of these two words, which are invoked so often everywhere yet still not honoured? Is it possible that such fundamental concepts, that shape our daily lives and our very destiny, must remain shrouded in obscurity? How much longer must humanity wait — at the risk of its own extinction — before recognising that it is precisely the rule of limited-term assignments that institutes a Republic and establishes true democracy?

At the very least today, we must find the fortitude, first, to become aware of:

Comprehensive Argument Against Those Who Hold
Public Jobs, Powers and Incomes Indefinitely

After thirty years devoted not only to securing a true Republic for my Italy but chiefly to clarifying the very meaning of the term — so that any country that claims to have one might understand its true nature and genuinely build it — I am writing to draw attention to the urgent need to establish, in as many countries as possible, a Public Jobs Bank: an institutional body that triggers and sustains social osmosis, so that many citizens can take turns in public roles, both operational and legislative. If you too want humanity to live in a fair and honest system, one that can last and function as it should, this is the crucial missing step.

Ultimately, we live in an era in which it is nearly impossible to deny reality. Those who are first to raise the issues above create a rift between those who might claim “I hadn’t noticed” and those who will soon have to answer, in their official or professional capacity, for decades of failure to address fundamental issues.

Such a long span of oligarchy passed off as democracy cannot help but call for truth and justice everywhere.
